When smelting eventually failed what remained was a multitude of slag that had been dumped into the harbor. Slag is a byproduct of smelting, ore was melted and separated from natural impurities. It is blue glass and a mix of other minerals, these other minerals can also cause it to appear gray, purple, or a shade of green.
